It shouldn't take an hour and there's certainly no need for any app on your phone. If you want it to be "smart", yes you need a Roku account which requires an email account.
You can try factory resetting it by locating the reset button and pressing and holding it for no less than 30 seconds. Disconnect it from the Internet and set it up as a "dumb" TV.
