The Roku app works well but it would be so much more useful if it supported iOS Shortcuts by implementing actions that could be incorporated into Shortcuts.
I found a (slightly roundabout) way to implement Shortcut actions that can control the Roku (and the TCL TV to the extent that Roku can). I used the iOS app Pyto and a few lines of Python. It works well.
