Yes the Roku remote can power on or off the TV. It can control the TV volume thru TV or sound bar too

I will power everything off and wait till all devices forget everything. Start over like a new set-up on everything less cable TV box. I will let you know once I find the time again

Do a factory reset on your Roku but do not set it up. Verify your TV works fine and you have sound coming out of your soundbar through the TV. Do not even plug the Roku in. Once you verify that your TV is working properly and you have sound coming out of your soundbar then plug the Roku into the HDMI port on the TV and plug the power cord straight into the wall. Go through the entire Roku setup like it was brand new. See what happens

I did this exact set up and TV works with sound bar as well as DVR. Roku worked on initial set-up but again when shutoff TV and turn back on with Roku powered there is no sound bar

Could be your soundbar. Try it with just your Roku and TV speakers. It’s not the Roku
If the soundbar is off the Roku works thru the TV speakers. If I switch the Roku and TV off. Turn TV on and soundbar comes on. Turn Roku on and Roku plays thru soundbar. DVD player has no issues.
I am wondering if the issue is that the Roku is on a different WiFi than the TV even though they are the same modem. One Wi-Fi is faster than the other
The TV doesn’t need to be on WiFi. No reason to. The problem is within your soundbar. Remove the soundbar from the picture completely. Of the Roku works through the TV then nothing is wrong with the TV. Are you fully powering off your TV? Or just sleep mode. I honestly never seen this issue. It’s something with your particular setup
It is a full power off. TV wants to be on Wi-Fi for Samsung updates. Roku works with TV and TV speakers and will also work through soundbar if Roku turned on after TV is fully on.
The Yamaha soundbar was finicky with the Cox Cable box but new HDMI cables solved that.
