Hi i am having the same problem and have tryed both suggested solutions with no change. I am in canada and do not run a vpn the device is a Roku Express.

As we've your account, your current channel store is in the U.S, and this should be corrected to be in Canada. To fix this, we recommend resetting your Roku device to factory defaults. Kindly refer below for the instructions:
Note: A Factory Reset will remove all the data on your Roku device, and you will need to reactivate it.
After performing a factory reset, activate the Roku device using an email address created under the Canada region.
