ROKU Express 4K+ Will NOT boot - revisited

I reviewed all 8 pages of posting on Express 4K will not boot and found no way to Reply.  Therefore, I added this new post.  I have followed all recommendations to resolve this problem.

1. Replaced HDMI cable.

2. Replaced ROKU supplied USB power cable and power brick, with one off another Express 4K+ I own.

3. Moved power supply directly to wall outlet.

4. Moved Express 4K+ device, HDMI cable and power supply to another function Sony TV. (Currently utilizes a Amazon Fire-stick.  Will not boot on the alternate Sony TV.  Fire stick functions fine.

5. I can't provide the OS/version because it will not boot.

6. Tried several resets to force factory reset. (10 seconds, 20 seconds, 30 seconds, 1 minute)  Reset has ZERO effect!  Express 4K+ device does not honor reset, makes no difference.

This is exactly what happens during the boot process.  The light on front of the Express lights blue when first plugged into power, then blinks ONCE red, then returns to blue for the remaining process. The boot logo ROKU jumps 29 times during the boot process (65 seconds) then the logo goes away and the screen goes BLACK and remains there for ever.

It appears multiple customers with Express 4K and Express 4K+ are experiencing this same issues by reviewing all 8 pages of posts, with no apparent resolution.  I understand my Express 4K+ is outside it's 1 year warranty.  If this is a inherent problem with the Express 4K+ that can not be easily resolved (like reloading the OS) I am OK with that, I will replace my 18 month old Express 4K+.  I currently have 4 TVs available (3 Roku devices and 1 Amazon Fire Stick).

Please provide me direction.

This was not a helpful response from Roku Support.  I am having a similar issue.  At this point, I believe that it should be covered by a warranty exchange.
