The most likely solution is to unplug the Roku from power, wait a few seconds, and then plug it back in to restart the device; this will often resolve issues caused by a sudden power loss.

Here are the other steps to try if your Roku still isn't working after a power outage:

• Restart your network connection. Ensure your router is functioning properly and that your WiFi signal is strong.
• Restart your network equipment. Unplug your router and modem, wait for a few minutes, and then plug them back in.
• Perform a System Restart on the Roku device. Do a restart from the Settings menu by navigating to Settings > System > Power > System restart. (If you do not see a Power submenu, skip to the next step).

Perfect! After power outage I had no captions, although the system said they were on.  After the unplug and re-plug, I've got captions!  Thank You!    the old "re-boot" !!!
