Same as with any other new Roku device. As you go through the initial setup, you are required to link the device to a Roku user account. Enter the email address of your Roku user account and respond to the email that you receive. Once linked, all the apps/channels that are on your Roku user account will automatically install on the new device, assuming they are supported on the new device. You might still need to add user authentication to some of the channels, while others load your user account from the cloud data.

If this TV is already set up and linked to someone else's Roku account, you'll need to do a Factory Reset. This will return return it to its new-out-of-the-box state and you can then do the initial setup described by @atc98092.

Otherwise find the reset button on the set. Depending on your make and model it is usually on the back or bottom, often near the power light. It will either be a physical button or may be behind a pinhole and need to be pressed with an unbent paperclip or similar item. Press and hold the reset for at least 10 seconds to initiate the Factory reset.
