Roku setup

I have a Roku Express 4K+ (model 3941R2). I'm using the HDMI cable for connection to a Samsung TV. The set-up of this new unit works fine until I get to the screen that wants me to allow Roku to control the sound of my TV. There is no option for me to decline this "option". My only options are to agree, or to cancel. If I cancel, the connection process is discontinued. How do I complete the set-up process WITHOUT allowing Roku remote to control my sound?

You can always lie.  I know I lied to mine - ie you tell it the music stopped or started (I can't remember which way it is now) when it fact that isn't true.  Then it sends out IR codes that do nothing in your environment.
