Activation no remote only serial number .no wifi device was factory reset.

You need a physical remote, period.  Not to mention, you can't activate without an Internet connection.  Depending on the model of Roku device you have, you may may be able to use a universal remote that supports Roku devices, but if it's a stick that plugs directly into a TV without the need for an HDMI cable then you need a Roku Voice remote.
