@Sblack203 is your problem happening just in some applications or everywhere in the device user interface? Have you tried rebooting the devices to see if that fixes the issue?
I have isolated this problem to the Blue tooth section of the roku operating system. It is very clear that the ROKU Blue tooth sw handler temporary memory registers gets corrupted. As you know a Roku Remote is linked to the roku by blue tooth when you get it from factory. You can add remote devices but must go thru a link operation. Once linked a remote is always linked, the registers assigned to it from memory are also always for that remote. . When this problem happens, you can use a mobile remote app and it will not happen. You can also unplug the power from the roku to fix the problem. there is only one thing those two things have in common. That one thing is The blue tooth hander code registers get reset . When you turn on a mobile app, and first try to use it , you will get the message" mobile apps remote feature is not on in the roku remote. Please adjust your settings. But then if you try to use the remote again , it will work. Which means the roku blue tooth handler assigned it new registers. . This means the Roku Created a new set of Blue tooth registers for the mobile remote handler. Which will act the same as if the remote registers were reset. When you pull power on the roku , it too will reset the Blue tooth handler registers for the actual roku remote . BUT if you do a system reset from the main window of the Roku it will not fix the problem. This is because that reset, does not reset the remote blue tooth handler code registers. They will remain corrupted. The only way to clear them is power off the device. It is very clear the problem is in the recent update they did to the blue tooth handler. They update roku Bluetooth handler Probably to increase the table of new Remote devices that come out on market they want the roku to be able to use. Somehow, they made a bug in the remote handler code register assignment system. It is getting corrupted and that is likely they picked a memory location being used by the SW ion another part of the roku operating system
I removed the HDMI from HDMI 1 and reinstalled it as well as removing the power cord to the ROKU base. We have a ROKU Express 4K
A possible solution. I found on another Roku user input. I unplugged my Roku device from power for approximately 10 seconds. I then plugged it back in and my channel skipping stopped.
Yes! That solution fixed my problem with Roku Premier remote (with volume control & mic). It was happening only on Hulu & Paramount+.
Like the rest of you, the problem started recently.

Home button 5x up arrow 1x, rewind 2x, fast forward 2x.
This performs a reset that's different from the "system restart."
That’s not the problem for me because some do the apps do not skip.
It is more than likely the problem. Only apps you use a lot skip and The main menu never skips. And im certain the power plug pull reset fixes it.
I have a simple remote that was included in the ROKU Express.
My remote was working fine for several years. But has started skipping over multiple channels. I have a hard time clicking on the channel I want. New batterie are in the remote.
This happens on channel changes.
