I am having the same issue and I have tried all of the troubleshooting steps. The remote it came with is a voice remote I believe.

Yes. I have since upgraded to the Roku pro remote and can't get the volume or power buttons programed. I've seen the other posts that mention trying Onn but it did not work either.
