I asked Roku support chat this question. They said yes it can, and they said to set up the iPhone as a remote in the stick's settings "add remote." Well, I can't make it work. I don't think it can be done. Can it be done?
It can turn on/off and control the volume of my Insignia RokuTV. (Volume & Power Control)
It can wake up my Roku devices connected to non-RokuTVs but cannot control their volumes or Power them on or off. (No Volume and no Power Control)
The Android Roku Remote app was updated to remove those controls not available to the user, and show these controls when they are available. I am not sure if they also did this to the Apple Roku Remote app.

Can be done with non-Roku tv with iPhone shortcuts. Power toggle is simply:

can do volume too but it’s a bit clunkier.
Thanks. That is above my pay level. I can turn our LG TV off with their ThinQ app, but it needs to be simpler than that. It needs to be in the Roku app, otherwise it's easier to use the Roku remote to turn the tv on and off.
Once you have short cuts though you can use Siri voice command and just say TV on TV off or volume up volume down etc. I couldn’t live without it cuz I always have phone with me.
Please provide a quick, easy to follow instruction how to do this. (or a link) May prove useful to the Community. If I understand you correctly, I think you are referring to programming Siri shortcuts in addition to using the Roku remote app.
