I wasn't certain what you were asking, so I searched for Haiway 10.1 Monitor. From what I can find, it's a 10.1" security monitor and not designed for consumer electronic devices. I think you're asking them to add the IR codes for this monitor to control it using the Roku remote.
Since it is not a consumer TV, I doubt Roku would consider adding the IR codes for the Haiway. It's possible that one of the existing code sets in the Roku remote might work on the TV, but you'd probably need to just sit there and try one code after another. And don't forget that even if you find the right code, the only thing you will be able to do with the Roku remote is power the monitor on/off and adjust the volume.
