The Roku just keeps turning itself on. No remotes, apps, Alexa or smart home in use. It just turns back on all by itself roughly every 15 minutes. Here are two of the tracker IDs. It also came on once in between these two times, but I didn't capture the tracker ID.

Have you tried to remove the batteries from the Roku remote and see if there's any difference? Perhaps, the TV is accidentally opened with the Roku mobile app while trying to use a different app?
Lastly, it was reported performing a system restart resolves the issue. Have you tried to restart your Roku devices? We would recommend doing this from the Settings menu by navigating to Settings > System > Power (If you do not see a Power submenu, skip to the next step.) > System restart.

Yes I have restarted the Roku by both the menu and by removing and restoring power.
Yes I have removed the batteries from the remote and confirmed the Roku app is not open and even had the phone with the Roku app turned off.
The Roku continues to turn on all by itself.
I did NOT have this issue before when I had the “Roku Express (New 2022) HD Streaming Device” connected to the same TV and same HDMI port. The issue started when I upgraded to the Roku Express 4K+.

Just to isolate and to better understand what you're experiencing. How are you powering the Roku device? If you are powering your Roku by plugging into the USB port on the TV, try powering from a wall outlet via the USB power adapter that came with the Roku. In addition, have you tried using another HDMI port on your TV as well as trying your device on another TV to see if you are seeing the same issue?

The Roku device is being powered by the USB wall adapter that came with the Roku device. I tried a different USB adapter with a higher amp rating and the Roku still turns on by itself.
I moved it to another HDMI port and the Roku still turns itself on.
I moved the Roku to another TV in another room and the Roku still turns itself on.
The issue did NOT occur with the Roku Express HD that I had used on the same TV HDMI port previously.

There may be some sort of conflict with a nearby device that is triggering either the Roku or your TV's CEC feature.
Try disabling Roku's CEC 1-touch Play. (Settings/System/Control other Devices/1-touch Play).
If the above does not resolve issue, look in your TV's Settings for HDMI CEC (diff. manufactures use diff. names for their HDMI CEC), and disable it completely, or at least disable CEC for the HDMI Input that is being used by the Roku.
The Roku device keeps turning itself on even with the TV CEC setting completely disabled.
I even disconnected the HDMI cable so the only connection the Roku device had was the power connection via the Roku supplied wall USB power source. No Roku applications were installed or open on any phone, no batteries were in the Roku device. It powers itself on no matter what I do, it’s clearly a Roku software defect.
I thought the issue was your Roku kept powering on your TV.
The Roku device will power itself on whenever it connects to internet (updates, network checks, router pings, etc). The only way to turn a Roku completely off is to unplug it from power. Otherwise, it just goes into a sleep mode.
It appears that there is a problem with the firmware or hardware of your Roku Express 4K+. Here are some methods you might try to remedy the problem:
Try resetting your Roku by unplugging it for at least 10 seconds, then plugging it back in and turning it on.
Examine your Roku for any accessible firmware updates. To accomplish this, navigate to Settings > System > System Update > Check it out right now.
Disable any unnecessary Roku features, such as "Fast TV Start," which allows your Roku to start up quickly but may also cause it to turn on at random. To turn this option off, navigate to Settings > System > Power > Fast TV Start.
