Can I get 4k broadcasts with the 4K ROKU Streaming Stick on a 4K TV by setting the device up via the HDMI cable?

It depends on what you mean by "broadcasts". If you're referring to ATSC 3.0 or NextGenTV, Roku devices (other than actual TVs) have nothing to do with that.
