Didn’t fix mine either.
A reset did not fix my 3930x with serial 500829916LCL. I still get the bouncing logo screen.

Try using a power adapter at the wall instead of the TV USB port if currently doing so. If already using a power adapter, try another one. (any 5volt, 1amp cell phone charging power adapter should work).
I tried a powered USB as you suggested and that did not work.
I contacted ROKU support via chat and that experience was as bad as it gets. The tech. kept asking questions I had already answered.
I am sending the device to Anthony Wood, ROKU CEO, to have him try to help me.
