FIXED! Thanks everyone for the comments. I had not yet changed/deleted/reinstalled the Watch Roku activity or the Roku device on my Harmony hubs, nor did I need to. The following change on the Roku’s solved the issue: Settings > System > Advanced System Settings > Control by Mobile apps > Network access. Change the setting to “Permissive”. I can once again control the Roku via the Harmony Hub remotes and the Harmony iPhone app.
THANK YOU!!! Glad I found this post. I was having the same problem and tried everything you originally did to try and make it work. I couldn't tell if the problem was my Roku 3810x or the Harmony Hub. Almost was about to give up and resolved to use my Harmony to turn TV and receiver on and then the Roku remote to control everything else. Found your post, made the change to "permissive" and, voila, all good now.
This solution also works for Control4 systems.
Would you mind posting the Harmony Elite settings. I can't get Harmony to control Ruko Express 4 K+ via IR commands. Roku support told me NONE of their streaming devices can be controlled via IR.

I have Roku Streaming Sticks. The Roku remote uses RF to control these, there is no IR on the Roku Streaming stick. The Roku Streaming Stick also has WIFI and is connected to the internet (thats how it receives the stream from the various servers it’s streaming Apps talk to). The Harmony Hub (and the Harmony App on the smart phone) also have WIFI and internet connection and connect to the Roku Streaming Stick thru the Internet connection. This enables the Harmony Hub (and app) to communicate with and control the Roku. Everything else in my home theater setups is controlled by IR. By setting up the various devices on the Harmony Hub determines the control mechanism (IR, Internet), device control codes, etc. Then you combine the various devices you’ve set up in the Harmony Hub into a sequence of Activities to control multiple devices. It’s really a pretty complex system especially if you have a lot of denices, but once its set up properly, it works well. The Roku documentation is fairly good if you are a programmer type or work with automation, this will make sense.
