Thanks for bringing this to our attention. No worries! We'd be more than happy to find you the best resolution possible. 

May we know what Roku streaming device or TV you are having this issue with? In addition, what is the current OS version of your device? In addition, have you tried to create a new HEIC photo and upload it again to see if the issue still occurs? Let us know if there are any error messages prompted.

The best course of action will be suggested once we gather more information. We'll be anticipating your response!

I tries copying them to a new Heic but still does not work. Any other suggestions.

We appreciate you for posting, and we'd like to help. Seeing that you're unable to upload Heic format to Photo Streams, we would recommend changing the format of the images you would like to upload such as a JPEG or a PNG. Then, try to restart the browser you're using, and clear some cache on its settings, then upload the photos once again.
