According to the official Roku support page, all Roku TVs with a model number that starts with C should be supported. I don't have any TCL brand TVs, but others with them have reported it available.
I will say that when they first released AirPlay support, the first time I looked at the menus on my Sharp Roku TV AirPlay wasn't listed. However, when I went to the screen mirroring function on my iPhone the TV was listed as a destination, and once I tried using it the TV worked correctly, with the AirPlay menu option showing up in the Settings.
