Is there a limit on the number or hours that can be in DVR storage?

Roku itself has no DVR.  Presumably you're using some cloud DVR service in some app, and it will be that app/service that determines any limits.

Banned but back. Because why not?

Roku itself has no DVR.  Presumably you're using some cloud DVR service in some app, and it will be that app/service that determines any limits.
