Yep. This is still happening.
It seemed fine for a couple days, but now, it seems like it's doing it at least once a day, again. What the heck is going on? The only thing I haven't tried, because I really don't want to, is a complete and total factory reset. I'd rather do what I can to help get this resolved instead of "giving up". (I even updated my original post with more information.)

my device (TCL-55s421-ca) is updated to recent update(13.1.4 build 1510-93)
and TADA….. problem gone.

Hardware Specifications
I forgot to mention whenever it was, but AirPlay / Screen Mirroring started working normally again. But. As of a few days ago, under software version 14.0, it once again randomly decides not to work. Same exact issue as before:
I'd love to know why this keeps happening, what was done to fix it, and what subsequently broke again. I'm, once again, getting a little tired of having to restart my TV whenever I want to stream something from my iPad.
Exactly the same problem with a 42” AND 50” TCL Roku TV.
SOMETIMES it works when I reboot the TV. But even then, it’s a crapshoot. I’m using the latest version of iOS and Airplay WORKS on my Apple devices (HomePod, etc.) this is a Roku problem.
