My Soundbar will power off the TV, but will keep streaming sound through the soundbar. It doesn’t close the current app and go “home”.
I tried every combination of HDMI Port / CEC and IR remote control. When the remote is not paired with the TV, pressing it returns to the Roku Home Screen. When the remote is paired, the TV turns off but the App (Disney or whatever) keeps streaming sound.
This is definitely a ROKU problem on how it handles the power button when paired with a TV.

When Fast TV Start is enabled, your Roku TV system always maintains the connection with its built-in speakers or a Roku wireless audio device, even when the TV is on standby. This allows you to use the built-in speakers, a pair of Roku wireless speakers, or a Roku TV Wireless Soundbar at any time, regardless if the screen is off or on.
Please attempt to disable the Fast TV start feature.

Fast Start appears to be an option only for Roku TVs, not Roku Sounds.
