Roku is showing "Elf" to be free but redirects you to Sling, which wants a membership fee. It does offer 7 other ways to watch which are also not free.

I believe the Roku mobile app was showing Elf as being free in the Search results but not when searching on the Roku device.
Seems like that has now been corrected to reflect no current free showings of Elf.
