Why, when watching TV episodes on many streaming services (Netflix, Hulu, etc,) turn off our Roku, then return the following night to watch the next episode, does it show that episode as already being 3 or 4 minutes into the timeline? Forcing us to rewind back to the start before we can begin watching?

Could you try to restart your Roku device just to see if it helps you resolve the issue you are seeing? We would recommend doing this from the Settings menu by navigating to Settings > System > Power (If you do not see a Power submenu, skip to the next step.) > System restart.
If the issue persists, may we ask when the issue started? Do you have another device, does this only happen on a specific device or all devices in the household?

System restart made no difference.
We only use our Roku on one TV (LG 65 OLED)
It happens most often on repeated episodes of Netflix shows, and occasionally on Hulu, Paramount, Apple and our local PBS station. So far, it has not occurred on Prime Video or other streaming services.

To make sure that system restart was performed properly, how about we remove the channel:
After doing that we need to restart your roku device by going to:
Setting>System>Power (if you do not see a Power Submenu, skip to the next step.) > System restart.
Then add the channel(s) back again. Please refer to this link on how to add channels:
