Live TV in public/commercial spaces

I know that there are certain legal issues with displaying content in public spaces.  Corded cable companies, for instance, charge a commercial fee for licensing.  Even over the air falls under these laws.  Violations can lead to hefty fines.  My question is geared to Live TV services on Roku.  There is no account requirement and these are Free.  I can't find any information anywhere if this applies to this or not.  Any information would be greatly appreciated.

I don’t know if we have any appropriate lawyers here, but it sounds like this applies:

“Roku provides access to content that is intended for your personal, non-commercial use only.”
