The Cox tv app is called Contour.  I couldn’t find it in Roku’s App Library, but I also have an Apple TV device and the Contour app is in the Apple TV App Store.

For some reason Apple TV’s App Store carries it but Roku’s App Store does not.

Apps in phone or cox contour? Which apps on which device?

You can't. It's not supported.  Not a Roku problem.  Cox has made it available.

I have cox contour app on my iPad and I can access all my cable channels. This app is not available in my Roku tv. I asked cox at store. They confirmed that it is not available they sell a streaming device of this. 

At another home we have spectrum cable. Their app IS available on roku store. It works great on tvs that have no spectrum box. 

Outside of spectrum area it Works! But only cable channels no local TV. 

Asked cox why they don't offer this. They said we r working on it.
