subscribed to sling tv and although it costs money.....it actually works!!!

I have the same problem here in indiana. Not only cable news but some movie channels are not working either. It constantly tries to load with no success. Error message is RLP-999

@Cyrus1335, that's a Spectrum error message reported time and time again.  Some people have fixed it by restarting all of their Spectrum equipment - gateway/modem/router.  Others have had to call Spectrum to get it straightened out.  Once you restart your Spectrum equipment, make sure you restart your Roku device from Settings->System or Settings->System->Power (as appropriate).
