Thanks it helped some we don’t have to turn it up full blast any more.
Pro tech told me it is Bally's problem. I've tried very thing i can find online and nothing helps.

Have you tried changing your Roku device's volume mode to leveling? Some customers on this thread reported that it works for them.

We’re having this same problem too. We have a brand new Roku TCL tv. We have to turn the volume up to about 80 to be able to hear the game and then the commercials blow us away! It’s crazy

I assure you it’s a ROKU issue as it does not happen with ROKu TVs. It only happens when you have an external ROKU device attached to your TV
It absolutely happens on a Roku TV, it's happening on my TCL. So far there has been no resolution to this problem.
I also have newer Roku TCL TV.... Same issue and i do not have option for volume/sound leveling available... Very annoying!
