Roku is trying to bill me for Starz that i already have through my Dish network provider
61978184 Roku sent me an email stating they were going to cancel my subscription if i didn't pay $8.99 for Starz. I currently have Starz with my Dish network subscription. I shouldn't have to pay and additional fee to Roku.

Sounds to me like a scammer claiming to be Roku. Premium subcsriptions like Starz auto-renew until you cancel them, they don't contact you saying they'll cancel if you don't pay.
I am not a Roku employee, only a user like you. Please, no support questions via private message -- post them publicly to the Community where others may benefit as well.

I have this problem too, and I have devoted many hours and many emails and chats in research. When I access STARZ through Roku, all I get is an offer to start a 7 day free trial. I can hit cancel and see some shows, but most/many want payment. Dish and STARS both say they have not initiated this additional charge, so it must be Roku. This comment is in the app store:
If you’re already a STARZ subscriber through your TV provider, you can download the app and enjoy at no additional charge through your TV subscription.
This is no longer true! After hours of investigating Roku online pages I have not found a way to contact them directly to ask about this -- I only find their plentiful FAQ pages, none of which address this issue. Has anyone else had any success fighting this additional charge???

When you say, "When I access STARZ through Roku", do you mean through The Roku Channel? If so, try the STARZ stand-alone channel/app:
