I received an email that appears to be from Roku that is offering Roku devices at a 50% discount. Is this offer from Roku or is this a scam.
It's probably from Roku since they've just announced that they're discontinuing support for models 27xx and 3500. You should have the same offers at:

Don't see any offers on Roku like that, looks like a scam to me. I clicked on it and it wanted me to update my info and I did, now I think I have been scammed. I guess I will have to cancel my credit card. I was scammed one other time trying to load a Roku app on my phone only to find out I subscribed to a service for $39.99 a month. I was able to cancel before they billed me. Not too happy with Roku, cant talked to anyone on the phone or on their site. Nothing on their site about this 50% upgrade.

I was able to place the order today seems to be legit as I got a conformation with the 50% offl Sorry Roku just a little gun shy from the last time I tried to load an app on my phone and got scammed.

I received the same email but if I go to the supplied link I’m told “You have no offers at this time.”
@irionj, what if you go to https://my.roku.com/offers or https://my.roku.com/upgrade/ ? You may also have more than one Roku account if you have more than one Roku device. You can check by viewing the email address that's displayed under Settings->System->About on each device.
