My Roku remote won’t turn the volume up or down. It is at 10 and won’t go in either direction. Mute button works, but that’s it. Changed batteries also. Does not have the mic on this remote either.. ...

So, you have Roku tv, and it came with IR remote? Then there is nothing that can be done to program it, with IR remotes it either works or don't. Keys on remotes can go bad if used often. No actual Roku made Roku tv's have ever came with an IR remote, only named brands of Roku tv like from TCL, Insignia, Hisense and so on have come with oem IR Roku tv remotes. You would have to get in touch with manufacturer. Or, go to your local Walmart, you can buy new Roku tv IR remotes for $10. Or upgrade to Voice remote for $20.
