Paramount+ keeps relaunching preventing TV from shutting off

Every time I try and turn my TV off (using Roku and TV remotes) it will turn off and then immediately turn back on again because Roku keeps launching an ad for "The Agency" trying to get my to upgrade my Paramount+ to include Showtime. I restarted my Roku, no change. I deleted the Paramount+ app and turned it off. It then turns the TV back on and automatically downloads the app again to take me to the same ad. Has anyone else had this issue or know of a way to fix it? It's driving me insane and I can't turn my TV off.

    Try taking the batteries out of the remote and see if it still happens.  If it's a rechargeable remote, then Iook for a stuck button.

      I did that too and the issue still happens. Thanks for the tip though
