This sounds similar to trying to set up a Roku in a hotel where you have to enter a username and password into a hotel web page in order to establish the internet connection. Since the Roku has no web browser it can't enter data directly into a web page.
To get around this, Roku has a Hotel and Dorm process in which you use a web browser on a mobile device working THROUGH the Roku. This Roku page explains the process: https://support.roku.com/article/215058118.
Note that this requires a Roku that has already been set up and linked to your Roku account. If necessary, you can do this pre-setup through the wifi hotspot on a cell phone.
