Roku TV restarted on its own and now the screen is messed up

I was watching TV and it restarted on its own and now the screen looks like this:

I have already tried both a soft reset and a hard reset.  Any ideas how to fix this?

That looks like a pretty serious failure.  You'll need to contact the TV's manufacturer.
