Here is an update.
you can see the 5 minutes I watched Netflix then hit home, as it did before the Factory Reset!
seems to be working now.
Question remains, why ????

Most apps have an EXIT option. Either by hitting back until you get to a screen asking to confirm, or looking for an Exit or Close option in a menu. For Netflix, you have to pop up the left-hand menu, then scroll all the way down to the bottom.

Some clarification here as a FYI.
Pressing the Home Button and returning to Roku Home Screen will stop all streaming.
However, some apps are a little more resource hungry than others so exiting the app as described by @andyross (using the Back button to get to an "Exit app" option/confirmation screen may help with some memory hangups and releases).
Additionally, Roku has also implemented an "Instant Resume" feature that can be used by apps (if they include it in their app development code) that is triggered if the user presses Home to exit an app. Allows user to simply enter app again and resume watching from last point. By backing out of the app, the Instant Resume (if included) is not triggered and the ability to resume watching is not made available.

On the apps that tend to hang up a bit on me when I am finished streaming by pressing Home, I will use the Back button as mentioned above. However, for everything else, I just use the Home button on the Roku remote to return to Home Screen.
To clean-up any stray memory issues, can always just use a System Restart. (Settings/System/System Restart or Settings/System/Power/System Restart).

Something else came to my attention:
All 3 Roku Ultras are set up identically, either same channels and settings (with exception to that illusive POWER setting😁)
so with the same channels and settings on all 3 Roku’s…… and the same operational procedures been done for a year or so (here it comes!)
WHY DID ONLY ULTRA LT ACT UP??????
WHY DID I HAVE TO FACTORY RESET UNIT IN ORDER YO FIND THE POWER SETTING?

@JanJ, pressing Home to exit an app is akin to pressing reset on your computer - yeah, all apps are killed, but any unsaved information is lost. Roku apps get no notice that Home was pressed - they just get the rug pulled out from under them. Most of the time it isn't a problem.
