I have an Element Roku Smart TV and a Vizio 29" soundbar. The only connection the soundbar came with is optical. However, changing my audio output in settings to optical results in no sound. No combination of using the optical output along with setting the digital output to either auto, pass through, stereo, or custom seem to work.

I solved it. Roku settings weren't the issue, the sound bar itself has different audio modes you cycle through with a single button on the sound bar itself. The lights that indicate volume level also indicate which audio mode it being used so I just cycled through (as there's no way to know which is which) until I had audio.
