With this type of issue, we'd recommend you try another power source for your Roku device rather than plugging it into your TV. Since you have mentioned a loop of reboots with your Roku device, we suggest performing a system reboot by going to Settings > Sytem > Power (skip option if not available) > System Restart. Once no changes have been observed, kindly reset the device by locating the reset button.
