Solving playback issues

I'm having some occasional issues with the video " fluttering", like it's speeding up  but the audio is fine. When I back it up a little, it mostly stops fluttering. Mostly. It started with DVR on sling, but now it's doing it on regular programming. Is it a Roku thing or a Sling thing?
