During setup the roku express will link up to the wifi and then immediately goes to a software update page. From there it restarts and asks for the wifi password confirmation and back to the software update page again. I can’t find any kind of direct link to Roku to check what I’m doing and make sure I have not done anything wrong.
You haven't done anything wrong. The first thing to try is a different power source. If you're using the TV's USB port for power try using a USB power adapter from a phone or tablet. Look for one that has fine print that says something like, Output: 5V 1A (or 1000mA). More than 1 Amp is better, but less is not good.

The second thing to try is connecting to a different network via Settings > Network > Set up connection to do the update and see if it will complete the startup; - perhaps via a WiFi hotspot on your mobile phone or by taking it to a friend's house. If successful, then redo the network connection to use your intended network via Settings > Network > Set up connection.
