For the volume, you now need to setup the TV controls with your remote.  You did not mention which Roku model you had (Settings/System/About), but from the Roku Home Screen go to Settings/Remotes & Devices/Remotes/Setup Remote for TV control.  Then go through the process on screen and see if the Roku can find a compatible code for your TV.  (Make sure to turn up the volume using your TV remote, not the Roku remote, so you can hear the music playing when prompted by the process).

I see “Setup” just underneath, but only options are to “Add a new remote” and “Add devices”

Did the Express 3930 come with a Simple Remote (no volume controls) on it?

If this is the case, then will need to get a Voice Remote or Voice Remote Pro (rechargeable) if you want the Roku remote to control the TV power and volume.
