Roku device does not scan for over-the-air channels after antenna hook up. My Sony Bravia TV found 15 local channels, so I know it is not an issue with the antenna. Any suggestions?

"Roku device"? Only Roku TVs receive OTA channels.

Roku DEVICES like your Express have no TV tuners. They receive their input over the internet, not over the air like a TV.
Attach your antenna to your TV's antenna input, have the TV scan for local channels, and view them that way. If you can't do this, you'll need a paid TV provider of some sort to bring these stations to you over the internet so that they can be viewed on a streaming device, like a Roku. The streaming device will be attached to an HDMI port on your TV and then the TV is set to display the input from that HDMI.
Streaming services that come to mind that can provide some or all of your local channels include:
• Hulu plus Live TV
• Sling
• philo
• Directv Stream
• YouTube TV
... there may be others.
