English. Lets me select wireless network. 2 green checks for wireless network. Says it has a software update. Loads 100% and restarts. Then it repeats the process again. I have already hit the RESET button once and tried it. same results.
Have you tried using a different/new power adapter? Not all charging adapters are the same. When Roku originally provided adapters with their devices (and replacement adapters offered on https://www.roku.com/products/accessories/roku-micro-usb-power-adaptor) provides the specs needed.

If you can rule out the power supply as an issue, possible something got corrupted during the update process. If so, then likely warranty replacement is needed. May be a power supply issue. If currently using TV USB port for power, try using a wall power adapter. (any 5volt, 1amp USB cell phone charging adapter should work).
