The Rokus themselves are identical.
Streaming Stick 4K comes with the standard Voice Remote (replaceable batteries, headphone jack).
Streaming Stick 4K+ comes with the Voice Remote Pro (rechargeable battery, option to keep microphone active at all times for hands-free voice control, two programmable shortcut buttons, verbal "find my remote" feature, but no headphone jack).
