left and right black band in video when the video is not full screen

I need to play my video on a small screen (1500 width and 700 height) but the video has a black band on the left and right sides. This band is not present when the same video is playing on full screen (1920 w * 1080 h). How can I play my video to fit on the small screen?
Please help me thank you.

I'm not sure it's possible.  I don't think the video player has any way to stretch a video.  You would probably have to use software to rescale the video.  I assume this is something you're creating just for yourself?

Yeah. the same video in full screen has no black bands. I tried to set the width and height in 16:9 ratio. Now there is no black band.
