If a developer accidentally tries to upload a zip file instead of a package file, the website fails silently. Developer tools shows 400 (Bad Request). The website should alert the developer that they tried to upload a file with an incorrect format.
Sounds related to https://github.com/rokudev/docs/issues/6 - drop a note there. It might be what jr-roku commented about at the end - or it might be a confused "fix", in which the error message got "hidden" ("wrong error message problem solved!" :mrgreen:)
