@terrylsanders, I fail to see any reason why anyone other than a developer needs to enable developer mode.  Can you explain why you see the need to side-load an app to 10,000 devices?  If your channel/app is legal then just create a private channel and install it properly.

Perhaps I'm misunderstanding the issue.  Are you saying your device gets locked when you're trying to develop your legal channel/app?  If so, take it up with
