The developer dashboard has had problems for years. **bleep**'s almost as if there's turnover with the designers, though this is just a hunch. Sometimes the payout data won't refresh for several days, and when it does it's a random time of the day anywhere from 8am to 5pm'ish. The time/date of many of the reports are that of a foreign country. That is, the time zone is way off and thus the date can be wrong sometimes, too.
