Just purchased an Ultra, very disappointed with color and sound options.  The Roku lacks basic functionality. 

Are the IDK APIs open enough for me to create my own color correction and sound equalizer apps?

No, the IDK doesn't have that ability.  It doesn't have any ability to alter system behavior.  Also, the IDK has been deprecated and will no longer be available on Roku OS 12.5 and later, see https://blog.roku.com/developer/idk-deprecated
