I have an old Roku Streaming Stick (I think it's a 3800X) with a modern voice remote that has the mute button on the side by the volume control. Lately, the remote is almost unusable because when I try to scroll on the screen it overruns in whatever direction I'm trying to move the cursor. That's mainly in the apps, like Spectrum, Disney+, Paramount+, etc. The onscreen keyboards are particularly bad. If I use the Roku app on my phone, the remote on that works just fine.
It acts like a bad remote but I suspect it's really in the Roku software. To test that, I paired a different remote (also a voice remote but w/o the mute button and has a NOW button instead of Disney+) and it is behaving exactly the same way. Not all menus have the problem but most of them do. For instance, the app selection on the home screen doesn't have the problem.
I just bought a new Streaming Stick 4k because it was on sale for about the price of a new remote; I haven't tried it yet.
