I have two Roku Express 3960R in my car for both of my kids, they both connect to my phone hotspot, and each one is set up to their individual theater screen in the second-row seats, the issue I want to solve, is one remote control both Roku, how can I make one remote to control only one roku and the other remote to only control the other roku?

You have abandon both IR remote that came with 3960 expresses, and buy separately  two wifi voice remotes, they're about  $19.99 each.
